The Plan

HOH has adopted a pragmatic phased approach to the project that progressively demonstrates the project's viability at each phase and at the same time seeks to implement services on the ground as early as possible.

This approach will allow much of the Hospital's ultimate operations to be field tested to some extent ahead of the actual facility being opened in early 2015. This will also have the very important benefit of achieving real intervention and help to people well ahead of the actual Hospital opening date. Funding and capital will only to be committed as the viability and definition of the project is progressively proven.

The Early Services will be aimed at HOH delivering pre- and post- operative care to patients receiving care from surgical teams visiting Timor-Leste. These surgical teams will also be able to use the Hospital when it is completed.

Providing these services will enable HOH to:

. Develop a deeper understanding of the needs of the patients and their communities who will eventually use the Hospital.
. Start to make a tangible difference to the health of the Timorese in a very short timeframe;
. Meet the currently unmet needs of the visiting surgical teams for delivery of pre- and post- operative care;
. Increase HOH's understanding of disease patterns, thus providing data to be used as a guide for HOH's service planning; and
. Enable links to be made with regional facilities and communities so that the Hospital will be well prepared for sending patients home and maximise the potential for them to be looked after by regional resources.

Adopting this approach will see HOH commencing services on the ground in Timor-Leste at the end of 2011.
